The Carrier is not obligated under this tariff to transport Cargo for which it does not have suitable equipment, nor to

accept shipments except as equipment is available. Nor will transportation be performed where conditions of roadways, bridges, streets, alleys or premises over which vehicles must operate are such that in the Carrier's judgement it is impractical or unsafe to provide such service.
