The liability of the Carrier as to the value of shipments at the rate herein provided shall be determined in accordance with the provisions of the Carrier's Bill of Lading. 

If the Shipper desires to be covered for valuation in excess of that allowed by the provisions of Carrier's Bill of Lading, the Shipper must so stipulate in Carrier's Bill of Lading covering such shipment(s). Additional liability will only be assumed by Carrier at the request of the shipper and upon payment of an additional charge of two and one-half (2 1/2%) percent of the total declared valuation. 

Such charge shall be in addition to the stipulated rates applying on the commodity or commodities shipped as specified herein.
