Bunker: Except as otherwise provided, a mandatory Bunker Fuel Surcharge will be assessed on all shipments in addition to all other rates and charges published herein as follows:
A. Bunker Surcharge Application Between
1. The Continental U.S. and the British Virgin Island Ports, Cayman Island Ports, Dominican Republic Ports, Windward Island Ports, Leeward Island Ports or South America Ports; or
2. Between Canada Ports and Continental US or Puerto Rico Ports: The bunker surcharge shall be based on the following:
