Bunker: Except as otherwise provided, a mandatory Bunker Fuel Surcharge will be assessed on all shipments in addition to all other rates and charges published herein as follows:
A. Bunker Surcharge Application Between the Continental U.S. and Puerto Rico and the US Virgin Island Ports: St. Thomas, St. Croix, and St. John; The bunker surcharge shall be based on the following:
