INLAND TRANSPORTATION SERVICE: Carrier may, upon request of the Shipper, arrange for inland transportation service. Unless otherwise indicated within this Rule or provided for in specific rate item, cargo originating from or destined to points listed below will be assessed inland transportation charges as shown. Inland Fuel Surcharge (IFS) will apply as indicated. Rates may also be subject to Inland Transportation - Additional Services if applicable.  Inland moves may also be subject to the Inland Transportation Service Charge (ITSC) as shown below. 

 

 

INLAND TRANSPORTATION SERVICE CHARGE (ITSC): Carrier will assess an Inland Transportation Service Charge (ITSC) of $100 per unit for all inland moves between the Continental U.S. and all ports within Carrier's Scope. Unless otherwise specified, Inland Transportation Service Charge (ITSC) applies to both Southbound and Northbound cargo and is in addition to all other applicable charges.  The charge does not apply to South Florida drayage.  The charge will be assessed as follows:

Note 1:  For those facilities working on a first come - first serve basis, free time begins upon driver's arrival at the loading facility.

Note 2: For Flatrack cargo that is shipper loaded and requires securing by the trucker, customer will have 1 hour free time before waiting time is charged.

Note 3: In the event that the driver is late arriving for the scheduled pick-up time, the shipment will not be subject to Waiting Time Charges. (C, I, R) Eff.08/22/2021

 

2. Additional Inland Services

Inland transportation rates provided in this tariff apply to cargo that is received or delivered to a single location ("stop") specified by the customer and shall be defined by the Carrier as the inland route.  Any additional receive or delivery location or stop that is added to the inland route is subject to additional charges.  Customer must contact Carrier's Customer Care Department to determine additional charges applicable to any additional stop on the inland route.

 

 

3. Extra Stops:

Any additional stop within an inland route shall be considered an "Extra Stop". Carrier will charge $300.00  (A) EFF 02/13/2022 for each Extra Stop added to the inland route. An Extra Stop cannot exceed 10 miles outside of the established route between the farthest inland distance and the carrier's terminal as computed by PC Miler (See Out of Route Miles). When the inland movement has Extra Stops, the free time to load cargo shall be calculated by totaling the time spent at each stop. Excess free time charges will apply if the total time used exceeds the free time allotted.


Extra Stops do not apply to shipments that are routed on a railway unless the Extra Stop occurs between rail ramps when motor truck service is performed.

Extra Stop charges shall not be considered if the movement of cargo is north of Palm Coast, FL (considered Intermodal Territory) and the Extra Stop is south of Palatka, FL (considered Dispatch territory).
Dispatch Drayage charges will apply to the additional stop plus inland charges applicable north of Palm Coast, FL. Both charges are subject to the applicable Inland Fuel Surcharge.

In the Dispatch Territory if the origin is north of the Dade, Broward, Palm Beach, Indian River, Martin, Okeechobee &/or St Lucie County and the extra stop passes by the Port of Palm Beach, double drayage and IFS will apply. For example if the origin is Orlando, FL with a second stop in Miami, FL the charges would be the drayage for Orlando, FL plus IFS and the drayage for Miami, FL plus IFS. No extra stop would apply. If the extra stop occurs within Dade, Broward, Palm Beach, Indian River, Martin, Okeechobee &/or St Lucie counties, extra stop charges will apply, not double drayage.

 

Extra Stop – within Canada only: Any additional stop within an inland route shall be considered an "Extra Stop". Carrier will assess an Extra Stop charge of $145.00 USD for each Extra Stop added to the inland route. If the Carrier has to pre pick the empty container from a container yard the day prior to meet the required appointment time the following morning, the charge will apply. When the inland movement has Extra Stops, the free time to load cargo shall be calculated by totaling the time spent at each stop. Excess free time charges will apply if the total time used exceeds the free time allotted.
Extra Stops do not apply to shipments that are routed on a railway unless the Extra Stop occurs between rail ramps when motor truck service is performed.

This charge will be in addition to the local trucking fee, fuel surcharge and all other applicable charges found within Carrier’s tariff.

 

 

4. Out of Route Miles:

Any additional miles traveled outside of the established route that cannot be considered extra stops shall be considered "Out of Route Miles".  Out of route miles shall be charged $2.60 per out of route mile (Eff 05/01/22).  Out of route miles are determined by the difference in mileage computed from PC Miler for a round trip from Point A to Point B and return to Point A and the mileage for a trip from Point A to Point B plus any additional points in between and return to Point A.  An Extra Stop Charge for each additional stop shall apply in addition to the Out of Route Miles.  The Inland Fuel Surcharge (IFS) is applied from the furthest zone traveled.  Customer must contact Carrier's Customer Care Department to determine if Out of Route Miles will apply to a given route.

 

 

5. Dry Runs

Inland transportation service shall be considered performed when the Carrier attempts to receive receive / pick-up, (C) or deliver the container at the Customers specified location. Unless otherwise specified, local drayage shall apply regardless of physically interchanging the container or return of the container without interchange. When the inland provider returns without physically interchanging the container this shall be considered a "Dry Run". When a Dry Run occurs the customer will be charged double local drayage; with the exception of Dade, Broward, and Palm Beach County, where the charge for a Dry Run will be  ($250.00) within these counties.

 

 

 

6. Overweight Trucking Permit Charge

All cargo and equipment is subject to being weighed. Any load in excess of 80,000 lbs total vehicle gross weight will require special permits.  This applies to (a) equipment measuring a minimum of 51’ outer bridge.  Any equipment measuring combinations less than 51’ outer bridge cannot be permitted, or (b) equipment specifications outlined on Carrier's website at www.tropical.com , or (c) exceptions otherwise stated within Carrier’s tariff.  An overweight trucking permit charge as shown below will be applied if the container travels on the road within that state: Note: Even with an overweight permit if the equipment is not loaded properly and becomes overweight on axels, the Customer can still be subject to fines.

        Examples:

a)     Memphis, TN to PPB, FL: By rail – overweight charges moving over the Memphis ramp would be $65 for TN and $65 for FL totaling $130 as the container moves over the road in TN to the ramp and in FL from the ramp to the port

b)     Memphis, TN to PPB, FL: All motor – overweight charges moving over the road, all motor, would be $65 for three states (TN, GA, FL) that the truck travels through for a total additional charge of $195

 

6. Overweight Trucking Permit Charge (A, C) Effective 03/13/2022

        Examples:

a)     Memphis, TN to PPB, FL: By rail – overweight charges moving over the Memphis ramp would be $150.00 for TN and $150.00 for FL totaling $300.00 as the container moves over the road in TN to the ramp and in FL from the ramp to the port

b)     Memphis, TN to PPB, FL: All motor – overweight charges moving over the road, all motor, would be $150.00 for three states (TN, GA, FL) that the truck travels through for a total additional charge of $450.00

 

 

 7. Hazardous Trucking Surcharge

When inland cargo contains hazardous materials the Carrier will assess a Hazardous Trucking Surcharge. The surcharge is $75 per trucker, per leg, and will be applied on all inland routes and to all equipment types and sizes. This charge is in addition to the Hazardous Rail Surcharge and all other applicable charges contained within Carrier’s tariff.

            Example:

a)     Intermodal move from Memphis, TN to PPB, FL: all motor travels through 3 states (TN, GA, FL) with one trucker at $75 per leg total is $75

b)   Dispatch area: 1) Driver drops a hazardous load, then returns to pick up the same hazardous load after additional cargo has been added, driver would get paid $150  hazardous trucking surcharges for two legs; OR

c)   2) Driver drops a hazardous load, different driver goes to pick up after additional cargo has been loaded, each driver would get paid $75 hazardous trucking surcharge.

 

 

Note: If any of the below commodities are transported via inland by the Carrier or the Carrier's inland agent, an additional Hazardous Trucking surcharge of $350 will be assessed to accommodate additional insurance coverage the Carrier is required to obtain in order to transport such commodities.

All commodities are in bulk:
· Flammable Gases ( Class 2.1)
· Non- Flammable Gases (Class 2.2)
· Poison Gases (Class 2.3)
· Toxic Substances (Class 6.1)

Hazardous substances, as defined in 49 CFR 171.8 transported in cargo tanks, portable tanks, or hopper-type vehicles with capacities in excess of 3,500 water gallons; or in bulk Division 1.1, 1.2, 1.3 materials. Division 2.3, Hazard zone A, or Division 6.1, Packing Group I, Hazard Zone A material; in bulk Division 2.1 or 2.2 or highway route controlled quantities of a Class 7 material, as defined in 49 CFR 173.403.

 

 

8. Hazardous Materials Rail Surcharge

When Intermodal cargo that contains hazardous materials originates or terminates on railroads the Carrier will charge a Hazardous Materials Rail Surcharge. The surcharge is $100 per unit per railroad and will be applied on all intermodal routes and to all intermodal equipment types and sizes. This charge is in addition to the Hazardous Trucking Surcharge and all other applicable charges contained within Carrier’s tariff.

          Example:

a)   Memphis, TN to PPB, FL by rail (this move has two truckers and two railroads( 4 legs) moving over the Memphis ramp: the Hazardous Material Rail surcharge of $200 ($100 per railroad, per leg x 2) is applied plus the Hazardous Trucking surcharge of $150 ($75 per trucker per leg x 2) is applied. Total hazardous inland surcharges of $350 ($200+$150) will be applied for this move.  

 

9. Layovers

Layovers must be pre-scheduled with the Carrier in advance. Customer must contact Carrier's Customer Care Department to to determine if layover charges will apply to a given route and to schedule the layover. Any stop that requires a driver to layover either by Customer's request or DOT regulations will be charged $1,000.  (A) Effective 09/19/2021(C)

 

10. Used Tires Trucking Permit Charge (I, A) Effective 02/13/2022

When Carrier transports inland cargo containing used tires or scrap tires the Carrier will assess a Used Tire Trucking permit charge. The charge is $75 per trucker, per leg, and will be applied on all inland routes and to all equipment types and sizes. This charge is in addition to all other applicable charges contained within this Rule and within Carrier's Tariff.
