Except as otherwise provided for in individual rate items, Open Tariff and Service Contract rates for cargo moving between the Continental United States, Puerto Rico, and the US Virgin Islands (St. Thomas, St. Croix, and ST. John) will be subject to a General Rate Increase (GRI) effective April 4, 2011 as follows:
